环境影响评估中公民参与的重要性

The establishment of an environmental impact assessment system can avoid further in-depth environmental pollution. In this process,the importance of citizen participation is self-evident and helps people to highlight environmental values.This paper summarizes the importance of citizen participation in environmental impact assessment,and regulates the rights of free discretion, regulates the rights and obligations of citizen participation,constructs new rules for citizen participation,and builds a balance of citizen participation in environmental impact assessment.In four aspects of the safeguard system,the specification of citizen participation in environmental impact assessment was discussed.%环境影响评估制度的建立,可以避免环境污染程度进一步加重,在此过程中,公民参与的重要性不言而喻,帮助人们将环境价值突显出来.对环境影响评估中公民参与的重要性进行总结,并从对自由裁量权进行限制、对公民参与的权利和义务进行规范、构建新的公民参与程序规则、构建公民参与环境影响评估的平衡性保障制度四方面,论述了环境影响评估中公民参与的规范.
