In the stereotypical ideology of Westernsocieties, a communist party can onlywork within a system of public own-ership. It is therefore hard for them toimagine how the Communist Party of China（CPC） has worked in a city where 95 per-cent of the economic volume is producedby private enterprises. Jinjiang, a city insoutheast China＇s Fujian Province, providesthe answer.
