The construction of Party members' and cadres' moral and social credit system is a critical decision made by Nantong Municipal CPC Committee, which is closely relevant to the creation of a clean atmosphere for development. In recent years, taking the educational activity titled "Striving to be the moral model and constructing a city with credit" as the guideline, Nan- tong actively creates a standardized moral and credit project, a government's moral and credit improvement project, a platform construction project of credit information, and a rectification project of market credit. Meanwhile, it also creates the moral and credit supervision mechanism, assessment mechanism, application mechanism of products with credit and punishment mechanism of the loss of moral and credit. The construction of two systems has demonstrated their initial effects. However, from the long perspective, we should make efforts not to scratch the surface in the construction, establish some effective measures to improve the social credit level and aim to make a breakthrough in the mutual integration.%构建党员干部思想道德和社会诚信体系，是南通市委着眼于打造风清气正发展环境作出的一项事关全局的重大决策。近年来，南通市以开展“争当道德模范，建设诚信南通”主题教育活动为主线，积极打造道德诚信标准化工程、政府道德诚信提升工程、信用信息平台建设工程、市场主体诚信矫正工程，创新道德诚信监管机制、评价机制、信用产品使用机制和失德失信行为惩戒机制，两大体系建设初见成效。但从长远看，两大体系建设还要在解决思想道德建设虚化问题上下功夫，在提高全社会诚信水平上出实招，并注重在融入融合上实现新的突破。
