高校领导干部作风建设评价指标体系构建初探

         

摘要

建立合理规范的高校领导干部作风建设评价指标体系是科学评价领导干部作风建设的前提,也是高校领导干部改进作风建设的主要参照,更是加强高校领导干部考核评比的重要支撑。根据全面性、科学性、操作性、独立性和普适性原则,采用政策研究法、调查咨询法和文献阅读法,初步构建一套高校领导干部作风建设评价指标体系,包括思想作风、学风、工作作风、领导作风和生活作风5个一级指标、18个二级指标和47个三级指标,对检验高校领导干部作风建设成效、落实领导干部作风建设长效机制具有重要意义。%Building a scientific and standard evaluation index system is the premise to scientifically evaluate cadres’working style construction. It is also the main reference which can help cadres in universities improve their working style construction. More important, it’s an important pillar which can strengthen their performance appraisal. According to the principles of comprehensiveness, scientificalness, operability, independence and universality, we can use the following methods, including the policy research method, survey and consulting method and reference reading method. The index can be divided into 5 first level indexes, that is, ideological style, studying style, working style, leading style and life style. Besides, there are 18 second level indexes and 47 third level indexes in the system. The establishment of the index will play an important role in testing cadres’ working style construction and implementing the long-term mechanism.
