农村最低生活保障制度分析与对策研究——以河北省为例

摘要

以河北省农村最低生活保障制度为研究对象,从河北省农村低保制度的运行现状入手,分析了目前河北省主要存在的覆盖面不全、标准较低、财政投入不足等问题,并提出了适当提高农村低保标准与扩大农村低保范围;增加财政投入基数,创新筹资渠道;积极落实精准扶贫政策,完善农村低保制度等措施,进一步完善社会救助体系,提高农村贫困人口生活水平等对策.%According to the current operation situation of rural minimum living guarantee system in Hebei province,the au-thor analyzes the existent main problems in rural minimum living guarantee system in this province at present,such as incomplete coverage,low standard and insufficient financial investment,and presents the following countermeasures:appropriately increasing the rural minimum living standard,and expanding the scope of rural minimum living guarantee;enhancing the base of financial investment,and innovating fundraising channels;actively implementing the policy of precise poverty alleviation,and improving the rural minimum living guarantee system and other measures;further improving the social assistance system,and raising the liv-ing standard of rural poor population.
