Chinese Economy and Society has been developed at a rapid speed since the reform and open policy. These achievements are closely related with the Central Authority's efforts to maintain social harmony and stability. In order to maintain social stability, resolve social conflicts and promote social harmony, the Central Authority advocates local government to innovate their Social governance. While in the process of social governance innovation, the management organizations often get into trouble, which is due to the deficiency of regulations, the lack of social resources, and the weakness of abilities to management organizations in city grass-roots society. The local government of Antu County Yanbian city in Jilin Province set up Service Center of Local residents' demand. Party organizations at the grass-roots level of Luyuan District Changchun City in Jilin Province provide public service to the residents.
