Road transportation in Ontario: Problems in planning.

An urban transportation system is an important component of overall planning, and development. There is a need for the organizational structure of local government and provincial government to reflect this relationship, at the planning, policy-making and administrative stages. Urban transportation has become a matter for the engineer only and the criteria used to evaluate transportation facilities are the financial costs and engineering factors. Although such criteria are important in evaluating urban transportation facilities, there is a need to take into account social and other economic factors that affect and are affected by urban transportation facilities.;Furthermore, urban transportation programs that deal with the provision of automobile facilities must deal with all aspects of automobile travel, including parking facilities. It is not enough to provide roads, streets, and highways. Provision must also be made for automobiles when they are not moving.;In addition, there is a tendency to see urban transportation facilities solely in terms of automobiles and not in terms of a comprehensive and combined network of two or three different modes of travel. While the automobile is certainly the chief mode of travel, it is not the only mode. If the urban transportation network is to be complete, rail, buses, rapid transit, and pedestrian facilities must play an important role as well.
