Land and its resources play dominant roles in the social and economic development of developing countries. Even though the need to manage land resources is well established, the process and tools required to efficiently perform this task are still difficult to design and sometimes expensive to acquire by these countries.;This research developed a framework for a land administration system using a holistic approach. The framework has five components: land policy, land tenure administration, land use management, land taxation administration, and land information management. The special role of land information and information management in the effective and efficient management of land resources was emphasized.;Using the framework, the land administration of Trinidad and Tobago was reviewed and analyzed. The analysis revealed that there is a lack of resources for updating existing land information and there is a lack of systematic and institutionalized approach to data sharing among the different land-related agencies. The thesis, therefore, designed an integrated data-driven land administration system (IDLAS) for Trinidad and Tobago. Data flow diagramming technique and entity-relationship modelling were the design tools used. These tools provide the flexibility required in the design of land administration processes. In order to implement IDLAS, three new agencies should be created: a Land Tenure Division (LTD); a Land Management Division (LMD); and a Land Data Centre (LDC). These agencies would provided a coordinated and integrated functionalities for land administration in Trinidad and Tobago. In addition, institutional structures which will provide for policy making and review of processes was designed: the Land Administration Council (LAC) and Land Information Management Committee (LIMC). The thesis also designed an implementation plan that provides for a rapid and systematic development of IDLAS.
