The societal dependence upon the electromagnetic spectrum (EMS) for development and growth, and the present utilization of the EMS as a function of social development are investigated. This investigation is performed through the use of a holistic systems approach (often called "System Engineering"), which, in turn, is discussed in detail to substantiate its use as the investigatory tool for this study.; It is pointed out that our social system, revolving around the use of the EMS, is limited in its social evolution by the limits of our ability to pass a greater amount of information via the EMS as there is an absolute minimum amount of EMS spectrum space required for any given amount of information to be transferred, and the amount of EMS available for information transfer is fixed.; Problems caused by congestion in the EMS and methods of mitigating these problems, especially electromagnetic interference (EMI) in a cosite environment (location where several electronic equipment items which may interfere with each other are collocated) are discussed. The development of a computer tool to assist in ameliorating EMI in a cosite environment is presented and a copy of this computer program, in the form of a diskette that can be used in an IBM-compatible personal computer, is included with this dissertation.; The basic question addressed in this work is, "What EMI mitigation techniques are available, and how can they best be applied so the EMS can be more efficiently utilized to support the advancement of society and postpone, as long as possible, limitations on growth by EMS limitations?"
