This study recommended components of a system of accountability for Local Education Funds (LEFs) as community-based organizations that seek to improve public schools. Twelve LEFs, each an affiliate of the Public Education Network (PEN), a national organization of LEFs, participated in a qualitative analysis that included participant observation, group and individual interviews, and document analysis. LEF organizational characteristics included basis within the community, independence, tax exempt status, and a self-determining governance structure. Components of an accountability system for LEFs were determined using the Hughes Shared Services Continuum and the Knowledge Community perspective of efficiency in service delivery. Comparisons with accountability models employed by public libraries and community hospitals and which are consistent with the Knowledge Community perspective revealed desirable components for a system of accountability suitable for LEFs.;Recommendations included the development of an accountability system for LEFs to engage citizens as competent players in an inquiry-based process using a variety of data. Tools for self-assessment that go beyond minimum standards should engage constituents, such as the superintendent and board of education, in clarifying roles and expectations. Finally, objective data should be created regarding the use of resources by the LEF that distinguishes actual practice from stated intent.
