An environmental management system for the enforcement and administration of the federal petroleum products and allied petroleum products storage tank systems regulations.

A regulation is proposed under the Canadian Environmental Protection Act, 1999 (CEPA) which will regulate aboveground and underground storage tanks containing petroleum products that are located on federal lands or aboriginal lands or owned by federal departments, agencies, works and undertakings. The Federal Petroleum Products and Allied Petroleum Products Storage Tank Systems Regulations (hereafter referred to as the Federal Storage Tank Regulations or FSTR) are designed to reduce the impact to human health, the environment and the economy caused by leaks and spills from storage tanks containing petroleum products and allied petroleum products. It is anticipated that the FSTR will come into force in late 2004.; This thesis develops an Environmental Management System (EMS) designed to enforce and administer the FSTR. The EMS will be designed to conform with the International Organization for Standardization (ISO) 14000 series of standards and guidelines. Current management methods allow Environment Canada to track inspections and enforcement actions for a regulation, but do not indicate if the regulation is in itself effective at protecting the environment.; The FSTR EMS will provide Environment Canada with a system that can be used to quantitatively and effectively measure the performance of enforcement activities for the FSTR and other federal regulations in an environmentally relevant manner.
