Forest regulations and policy objectives in Cameroon: An economic analysis.

This study seeks to investigate the objectives of the forest policy in Cameroon, from 1980 to 2000. The policy is assessed using three fundamental development criteria. These include: efficiency, equity, and environmental soundness. The property rights approach is used to examine the major issues including: the adequacy of the policy objectives, their potential to lead to welfare improvement, their impact on firms' behavior, and the results achieved. The findings of this study suggest that significant improvements have been achieved on some specific objectives. However, the policy results on other policy objectives may have been lessened by: the existence of conflicting objectives; the inadequacy or lack of enforcement of some dimensions of property rights; and the lack of monitoring of policy implementation.
