Many transfer of development rights (TDR) programs throughout the United States have instituted publicly funded and managed TDR banks to facilitate transfers between sellers and buyers, as well as provide market information, and, when necessary, buy development rights. Due to their success, many programs have become dependent on their banks, which means the entire system relies on an entity that is at the whim of taxpayer dollars, thinning municipal budgets, and political will.;This thesis explores the feasibility of a privately funded and managed TDR bank in Boulder County, CO, as part of a public-private partnership. In this manner, the program would no longer be vulnerable to public budgets and political will. By examining TDR banks in other similar-sized TDR programs, as well as the tremendous investment that this restructuring represents, it is clear that a private TDR bank could revolutionize Boulder County's program.
