Visual communication is a key element in modern information systems. Static, flat images, such as JPEG images with limited field of view are far behind the needs of potential users. MPEG (Moving Picture Experts Group) has produced MPEG-1, MPEG-2, MPEG-4, MPEG-7 and MPEG-21 for video compression. Among these, MPEG-2 is currently the most well-developed and widely used standard for TV applications and DVD. On the other hand, with more video capture tools becoming available, more still-scene video are being produced and transmitted on the Web. A still-scene video is a video panning through continuous scenes inside which there is no moving objects. Currently still-scene video is compressed and stored in MPEG format which is still too big to transmit on the network efficiently. By studying the characteristics of the still scene video, we discovered that the compression of this kind of video is not efficient, and video size can be further reduced.; In our research, a new technique is developed for still-scene video compression, called "Panoramic image to Video (P2V)" compression technique, which applies the MPEG-2 video technique to reconstruct video from panoramic images generated from the original video. The data size of the new video is much smaller than the original. The sizes of the new video are about 1/8 of the original. Accordingly, storage space and transmission time is decreased dramatically. Moreover, Our P2V technique produces cleaner and nicer video display. The still scene video thus created can be played using common video players like Linux Xine, QuickTime player, and Window media player with MPEG-2 decoder.
