A Multilayer Analysis of Law Enforcement Against Drunk-Driving in Bangkok.

The purpose of this study is (1) to study the level of effectiveness of law enforcement on the policy against drunk-driving in Bangkok from multi-perspectives (2) to discover important factors affecting the effectiveness of law enforcement on the policy against drunk driving in Bangkok, and (3) to suggest policy recommendations to the Royal Thai Government and the involved agency, which will yield great benefits to Bangkok society. In this study, there are five layers of analysis, which include (1) a stakeholder analysis (2) an analysis of variance as a causal analysis (3) a panel data analysis (4) a case study of the Red-Shirts demonstration (5) a comparative analysis of Bangkok and California. The results from the layered analyses express that high and mid-high level police officers do not feel driving while impaired is an important issue, whereas the highest, the mid-low, and the low level police officers believe that this problem is a critical issue for Bangkok. Moreover, a causal analysis from an ANOVA displayed that level of the political demonstration has a positive relationship with level of accident related to alcohol in Bangkok. In contrast, the level of breathalyzer provision, the budget allocation in traffic, the level of DUI enforcers assigned, and the level of drunk drivers arrested have a negative relationship with the level of accidents related to alcohol in Bangkok. Additionally, fixed-effect regression with robust cluster variance implies that a level of political protest, the number of alcohol breathalyzer, the number of anti-drunk driving enforcer, the budget allocated for each police division, and the number of drunk drivers arrested has a significant impacts on the changes in road accident cases at the 95 percent confidence interval. Further, lessons from the "Red Shirt Demonstration at Rajprasong" in 2010 show that the level of political protest has a great impact over the change in the number of road accidents in Bangkok. Given its success in DUI law amendment and enforcement, California serves as an exemplar of a more effective policy path for Bangkok. Finally, policy recommendations are provided at the end of the dissertation.
