摘要

The purpose of this study was to gain familiarity with the types of constraints encountered in the planning, design, and construction of a higher educational facility and the influences it had on this organizational process, using the neo-institutionalism approach. The method of research in this descriptive case study consisted of the interview of 25 key project team and institutional personnel, review of institutional, state, and agency documents, project documents and records. The data were categorized and analyzed to respond to the research questions and propositions.; In this study, 37 types of constraints were identified and categorized under (1) policy/regulative constraints, (2) environmental constraints, (3) organizational specific constraints, and (4) project specific constraints. The reasons why constraints occurred were categorized under the same headings. The effects of the encountered constraints on the project process, project team, and the institution were identified.
