Service-disabled veteran small business owners' perceptions of the sole source and set-aside contracting procedures of the service-disabled veteran-owned small business procurement program.

The purpose of this mixed methods exploratory study was to assess service-disabled veteran small business owners’ perceptions of the underlying causes (factors of cause based on human performance technology model and Gilbert’s behavioral engineering model) of the performance problems of the sole source and set-aside contracting procedures of the service-disabled veteran-owned small business procurement program. The research population included service-disabled veteran small business owners who actively participate in the procurement program. The researcher administered a questionnaire to service-disabled veteran small business owners in order to collect information about their opinions, attitudes, and experiences with the sole source and set-aside procedures of the procurement program. The researcher used the study findings to develop a plan, including guidelines, in order to testify before the U.S. House of Representatives Sub-Committee on Small Business, and to present the report at service disabled veteran-owned small business conventions and conferences so that procurement program officials, managers, and administrators can make informed decisions for a more equitable procurement program.
