An interpretation of Basel I and Basel II regulatory policy using three levels of analysis.

This dissertation contains an in-depth analysis of how international regulatory policy is made within the context of implementing international standards for bank capitalization levels. The dissertation investigates the complexity of the policy-making process using three different levels of analysis (environmental, organizational and individual). This study examines how various factors such as economic and technological pressures (environmental conditions), organizational dynamics (policy institutions) and interpersonal relationships (social exchanges) affect the regulation of international financial services. As Rousseau (1985) notes, major topics in the field of organizational behavior are neither strictly macro nor micro in nature and must be coordinated through a multi-level or mixed-level research process. This dissertation responds to this call for research.
