Planning in urban neighborhoods: Implementing the goals of neighborhood master plans.

Urban neighborhoods have seen a history of development inconsistent with community goals. Policies and the actions of planners have supported development strategies centered on economic growth in the central business district. This strategy has divided urban neighborhoods from the downtown and focused on private interests with little investment in the community.; To combat this, some urban neighborhoods, assisted by planners, have developed comprehensive neighborhood master plans that define community development goals. Neighborhoods have found support in the process of creating these plans, but not the implementation. Planning at the city, regional, and state levels has shown that states that require zoning to be consistent with the comprehensive plan have a greater success at implementing their goals. If this was applied at the neighborhood level, neighborhoods may see the same success. Also, land use tools, such as neighborhood covenants, conservation easements, and land trusts, provide additional methods to strengthen master plans.
