摘要

Project management practices have received global recognition in various fields and industries and have also witnessed significant challenges in the application of knowledge, skill and techniques to project activities. The study sought to identify the factors that pose as risks during the implementation of donor funded projects in Ghana, their effect on team performance and project success. The study was necessitated due to the persistent rating of donor funded projects as unsatisfactory and the need to provide relevant information for stakeholders and the academia.
The study gathered data from both primary&secondary sources and employed multiple case studies to explore project management risks in3PMOs in3ministries.The secondary data was obtained from published and unpublished materials while the primary data was sourced through focus group interviews. The case units constituted a total of thirteen participants;4,5,4participants from the3PMOs respectively.Data was also explored from archival sources such as reports, news files, websites, etc.to support the study.Data was analysed using the pattern matching and explanatory approaches of case studies research to depict similarities and build explanations of the results.
The noteworthy results confirmed as risks occurring in all the3case units of the study are;unclear project objectives, poor planning, poor communication, lack of senior management support, inadequate stakeholder inclusion, inadequate monitoring&control, lack of PM knowledge, lack of relevant technical skills, procurement and fund disbursement issues. Some non-unanimous risks identified include, bureaucratic influences, setting unrealistic deadlines, low remuneration and a few others.
The study revealed that these risks affect the morale of project personnel, their commitment&communication among stakeholders. The type and quality of information shared is compromised, and possibly yield to engaging in dishonest and unethical behaviours. The objectives of projects get defeated as they fail to deliver project within the defined scope, time&cost, and unable to fully achieve its intended purposes.
Recommendations are that, projects should have comprehensible description of objectives to facilitate planning and determination of deliverables;projects should be effectively planned and integrated using the project planning process steps as a guide to develop a sound plan to address all project needs, and all project participants should be given adequate training on project management and their respective technical areas through short or long-term course.Future research could be replicated or focus on project planning to understand how planning is done in the agencies.
