Government with a Plug Useful and Less Useful Approaches to E-Government and Its Regulatory Environment

As one of the major problems of current e-government ventures appears to be the often isolated and regularly unreflected concentration on electronic solutions for government modernisation, it is time to remind decision-makers of their core task. This is not to ensure "good e-government", but to work on "good e-government" and use electronic support wherever appropriate. In order to support this form of rational decision-making and develop comprehensive strategies for e-government integration into overall modernisation plans, a set of benchmarking indicators is introduced (the "Balanced E-Government Scorecard"). This scorecard is used as a starting point to look into the specific requirements developing and transition countries may have when thinking about introducing electronic support to their administrative procedures.
