Policy Research on the Environmentally Sustainable Transportation and Renewable Energy in China

Over the past two decades, China has experienced an unprecedented rate of urbanization and motorization. Because of its impacts on energy resources and environment, transport development has become an important factor in implementing sustainable development strategy. Excessive vehicle use has resulted in a large amount of energy consumption, especially oil consumption.Moreover, the environmental pollution caused by transport, which has been most serious in urban areas, is gradually affecting rural areas. The areas that suffer from environmental pollution are being expanded, and the severity of ecology destruction has been heightened. In many areas, non-renewable energy use and environmental issues have become an important factor hindering local economic development and affecting citizens’ health. Furthermore, the issue of greenhouse gas emissions is emerging as a serious national problem. With the desire to continue the rapid growth in urbanization and sustainable mobility, as well as the reluctance to be confronted with the negative environmental and health consequences, China has to promptly implement and enforce progressive sustainable transport policies in all related areas, including the promotion of renewable energy. This paper will demonstrate how to ensure harmonious development between national economy, society, energy and environment through establishing an efficient and orderly transport system that will include the use of renewable energy. Based on these basic principles, coupled with the analysis of some of the international experiences and lessons, the paper will present approaches, measures, necessary regulatory systems, and recommendations regarding institutional frames, laws and regulations governing the transport sector, and the promotion of the new renewable energy. These recommendations aim to ensure the realization of China’s mid-term and long-term sustainable economic development objectives by proposing, the establishment of an innovative transport system.
