Addressing the Gender Gap in the Digital Divide: Highlighted Practices Worldwide

The digital divide restricts user access among special populations and subsequently determines who may contribute to and, thus, influence society. Because those who design information technologies are typically male, the technology may not effectively or efficiently meet the needs of all end-users of the products. As such, every effort should be made to incorporate the perspectives of women into information and communication technology design for use worldwide. This paper describes activities of nations and organizations throughout the world that are successful in increasing the participation of women in their technical workforce. Both exemplary and promising practices in research, programs, and policies in all regions of the world are highlighted. The primary commonality among the highlighted practices is a strong drive from the top to create change. However, if accountability measures are not included in new policies, there is little incentive for implementation.
