CenterPoint Energy is the first investorownedrnutility in the state of Texas tornsponsor a retro-commissioning programrnfor commercial and industrial marketsrnin its service territory. CenterPointrnEnergy is a Houston, Texas-basedrnCompany engaged in the transmissionrnand distribution of electric power to 1.8rnmillion customers in a 5,000 squaremilernarea that includes Houston, thernfourth largest city in the nation.rnDeregulation occurred in Texas in 2001rnand significantly changed how investorownedrnutilities offered energy efficiencyrnprograms within their service territories.rnAs part of deregulation, the StaternLegislature required that 10% of all newrndemand growth be met through utilitysponsoredrnenergy efficiency programs.rnIn the large commercial and industrialrnmarkets, CenterPoint Energyrnimplemented a commercial & industrialrnstandard offer program to help meet thisrn10% demand reduction goal. After twornyears of implementation and arndownturn in the economy, it becamernapparent that another program wasrnneeded to extract demand reductionrnfrom commercial and industrialrnmarkets. Through discussion withrnnational experts and review of otherrnbuilding commissioning programs,rnCenterPoint Energy concluded thatrnretro-commissioning would be a goodrncandidate to supply additional demandrnreduction along with identifyingrnopportunities for its commercial &rnindustrial standard offer program. Inrnconjunction with other Texas investorownedrnutilities, a retro-commissioningrnprogram template was submitted to andrnapproved by the Public Utility Commission of Texas in early 2003.rnThis program has been structured to berna market transformation offering andrnwill continue until retro-commissioningrnbecomes an everyday practice in thernCenterPoint Energy service territory.rnThe paper will detail the development ofrnCenterPoint Energy’s retrocommissioningrnprogram, characterizernthe market for retro-commissioning inrnthe CenterPoint Energy service territory,rnreview program goals over the nextrnthree years, and discuss results to daternand lessons learned.
