Municipal utilities are tasked with managing sewer collection systems safely and reliably 24hours a day, seven days a week...even when the sewer system is limping along. This paperdiscusses an approach for detailed planning of system operations, when portions of the systemare out-of-service. Pre-planning for these types of situations before they occur provides utilitieswith the tools for addressing them efficiently and cost-effectively. Key features of the approachinclude:1. Selection of “Worst-Case but Reasonable” Scenarios and Level of Service Goals2. Use of Sewer System Models to Assess Impacts and Management Options3. Development of SOPs.The paper demonstrates this approach through case study focusing on Orange County SanitationDistrict's Newport Force Main Network. The hydraulic assessment provides a blueprint forOCSD and other utilities to meet their desired Level of Service Goals, even with portions of thesystem out-of- service or operating at reduced capacity.
