Louisville and Jefferson County Metropolitan Sewer District (MSD) has been awardedrnan EPA Grant under Section 104 (b)(3) of the Clean Water Act to develop and evaluaternpretreatment program performance measures that are intended to lead toward a furtherrnreduction of pollution from industrial (indirect discharge) sources. This paper willrndescribe the project approach for this 30-month study and present preliminaryrnfindings.rnThe objective of this project is to develop, implement, and assess specificrnperformance measures designed to measure the environmental impact of thernpretreatment program in a selected sewershed/watershed. This measurement will bernmade through relationships between commercial/industrial discharges, the collectionrnsystem, and the treatment plant influent, effluent, and sludge. Non-point sourcerncontributions will also be considered. The results of this study will be beneficial tornother pretreatment programs.rnMSD抯 Pretreatment Program is considered successful, however the only officialrnmeasure of success is a programmatic one. MSD spends $1.4 million annually onrnimplementing their pretreatment program, with no direct measurement of thernenvironmental impact. MSD抯 stream monitoring program indicates the local streamsrnsuffer from pollution problems, likely resulting from a variety of point and non-pointrnsources. Therefore, MSD would like to direct its resources toward developing actualrnperformance measures for the pretreatment program. The Jeffersontown (J-town)rnsewershed/Chenoweth Run watershed has been selected as the initial testing groundrnfor this effort.rnThe J-town Wastewater Treatment Plant (WWTP) and sanitary sewer collectionrnsystem are located in the Chenoweth Run watershed. This system was selectedrnbecause of the relationship between the watershed and sewershed, diversity ofrncustomers, strong community and stakeholder involvement, and manageable size. Inrnaddition to the J-Town system, MSD has chosen to evaluate the West CountyrnSewershed/Pond and Mill Creek Watersheds to demonstrate transferability ofrnperformance measures.
