This paper presents a rational approach for balancing collection system performancernand system maintenance based on a study performed under a cooperative agreementrnby Black & Veatch and the American Society of Civil Engineers (ASCE) for the UnitedrnStates Environmental Protection Agency (USEPA). The study is based on arncomprehensive analysis of maintenance, performance measures, and reinvestmentrndata from 42 wastewater collection agencies across the United States. The paperrndescribes the project approach, methodology, and presents an overview of thernmaintenance, performance and reinvestment data collected during the course of thisrnstudy. The statistical analyses performed to develop standard maintenancernfrequencies and standard performance ratings are also described. It is shown thatrnthere exists a correlation between system performance, maintenance frequency andrnreinvestment rates.
