The rational approach described in this paper to develop solutions to complexrnmanagement problems will help public agencies cost-effectively allocate their fundsrnand other resources to obtain the maximum benefit for each dollar they invest.rnTo make better decisions on complex matters, MRWPCA has begun using a newrnapproach called a six-step decision making process. This paper explains what the sixsteprnprocess is, and how to use it to make rational decisions on complex issues.rnUsing MRWPCA's recent development of an enhanced spill prevention program tornillustrate the process, the paper will provide guidelines and a model that otherrnagencies can use in applying the process for decision making within their ownrnsystems.
