Improved industrial compliance rates, along with excellent treatment plant performancernover the past years, coupled with the fact that all the pretreatment programmaticrnrequirements were in place indicated that Chesterfield County抯 Industrial WastewaterrnPretreatment Program had reached its maturity. However, in order to continuouslyrnimprove on the existing performance, it was important not only to maintain thernprogram at the above level of programmatic achievements, but also to restructure thernprogram, so that even greater environmental benefits could be realized. Due to thernchallenges faced by the County抯 fast paced growth rate, the desired enhancement tornthe pretreatment program that were identified included being able to dynamicallyrnrecognize and address the changes in the pollutants of concern, as well as changesrnin their loadings in a timely manner.rnThis paper focuses on utilizing local limit data to achieve meaningful environmentalrnbenefit by reducing the pollutant loadings in a cost effective, equitable and arndefensible manner. For several years, Chesterfield County was monitoring itsrnwastewater treatment plant at various locations for the purpose of reevaluating thernlocal limits imposed on its industrial users. Clean sampling and analysis techniquesrnwere used to further improve the accuracy of the data collected by the conventionalrnmethod. Examination of this data indicated that it could be used not only to set localrnlimits for the pollutants of concern, but also to identify changes in the quality, quantityrnand the source of the pollutants of concern in a dynamic manner. In addition, therninfluent loading data could be used as a benchmark to measure the effectiveness ofrnthe pretreatment program. The findings were then used to continuously restructure thernprogram to focus on the pollutants of concern. With these improvements in place, thernmonitoring burden of Chesterfield County and its superior performing industrial usersrnwere reduced considerably and shifted to the poorer performing industrial users.
