Risk-Based Corrective Action (RBCA) is a relatively new approach to evaluation ofrncontaminated sites. RBCA allows for establishment of criteria for site cleanup basedrnon anticipated health and environmental risks associated with exposure tornenvironmental contaminants. Such an approach was used at a 20-acre rail terminalrnsite in southern Louisiana, which has a history of industrial and rail use since the latern1800s. Due to this site抯 history of containing oil storage terminals, other industrialrnfacilities and, for the last 50 years a rail yard maintenance and operational facility, thernsite was found to be contaminated in both soil and groundwater media by a number ofrndiesel and oil range hydrocarbons, some PAHs and some metals. The investigationrnused at this site consisted of a four-phased approach, i.e., determination of extentrnand types of contamination, determination of whether there are continuing sources ofrnthis contamination present at the site, development of a free product recovery systemrnand, finally, the development of risk-based remediation criteria for all constituents ofrnconcern at the site. This paper will identify the results of all four phases of thernprogram and also provide information on the relatively recent Louisiana Department ofrnEnvironmental Quality Risk Evaluation/Corrective Action Program (RECAP).
