The paper presents a scheme of a multipulse speech coder optimizednfor a bit rate of 9.6 kbit/s and for applications requiring ancost-effective solution with a good trade-off between quality andncomplexity. This scheme is based on a new and efficient confined pulsensearch procedure which guarantees correct pulse position differentialncoding. Optimal values were established for the allocation of bits inncoding the pulse differences and the number of pulses available in thenconfined search phase. Through performance evaluation, the paper showsnthe advantages of the new solution, giving results in terms of thenordinary and segmental SNRs. Finally, from a series of informalnlistening tests it was seen that the coder proposed provides a goodnperceptive speech quality
