HOW TO MEET NEEDS, DEFINE GOALS, MANAGE CONCERNS, AND IMPLEMENT SUCCESSFUL PROJECTS

In today's complex and interrelated world, governments must understand and adapt a consistent, effective decision process to ensure that civil works projects address the needs, develop a wide range of options, and evaluate alternatives to find the best fit for their situation. Funding agencies, interest groups, and other participants must fully understand how government decisions are made and their roles. The U.S. Bureau of Reclamation has faced changing social values, complex environmental concerns, heightened competition for scarce resources, and spending cutbacks. Building dams and other facilities affected the environment, raising issues such as anadromous fish passage; instream flows for fish; as well as the effect of regulated flows on drought, recreation, cultural resources, sediment transport, water rights, and water use for agriculture, etc. A clear, consistent approach to decisio making was needed to manage these concerns. Reclamation provides the basis f transparent processes in the Decision Process Guidebook. Reclamation uses this flexible, comprehensive guidebook and training to facilitate effective civil works and! water development planning to : 1. Implement successful projects 2. Reconcile conflicts 3. Identify problems and needs to explore the benefits of dams and alternatives 4. Identify and manage concerns 5. Evaluate a full range of solutions 6. Promote workable, sustainable solutions 7. Foster buy-in and consensus from stakeholders 8. Effectively manage public participation through unbiased relationships with the publics 9. Integrating the decision process with the implementation process 10. Understand roles of interest groups, funding agencies The Decision Process Guidebook is based on what works in a variety of situations. We discuss politics, policy, and parterning. We emphasize practical steps to solving problems through reasonable, sensible, and responsible actions.
