Remedial standards: a positive or negative factor in brownfield remediation?

Nearly all of the United States have established voluntary cleanup programs to encourage redevelopment of brownfield sites. These programs can reduce the costs and liabilities associated with cleanup by providing loans, tax incentives, and covenants not to sue to lenders and new property owners. Often additional programs exist to ease the regulatory burden of responsible parties who voluntarily initiate cleanups.
