The Changing Role of TAPPI in the Development of Standards for the Global Paper Industry

The process of developing and publishing agreed upon written standardized testing procedures for use in making measurements in the paper industry was one of the earliest services provided by TAPPI to its members. Historically, the Standards that TAPPI provided were called Standard Test Methods. With time, the type of documents comprising TAPPI 'Standards' were modified to include Standard Practices - procedures, preparations, or similar activities that must be done in a very precise, controlled, standard manner, but which do not independently result in a finished test result. Even more recently, published TAPPI Standard documents have expanded to include specifications, guidelines and glossaries. In this paper, 'TAPPI Standard' will include any document developed as required by 'TAPPI Standards: Regulations and Style Guidelines.' TAPPI also publishes two series of documents that are not currently managed under the requirements of the 'TAPPI Standards: Regulations and Style Guidelines.' These documents are TAPPI's Technical Information Papers (TIPs) and the series of Useful Methods. TIPs are managed under their own 'Guidelines for Development of TAPPI Technical Information Papers.' While not part of the TAPPI Standards program, TAPPI TIPs and UMs contain information in daily use throughout the industry.The TAPPI documents discussed in this paper shall have the meanings defined by the documents referenced above. Where the term 'Standard' is applied to documents published by organizations other than TAPPI, it should be understood to mean documents generated by that organization using their internally agreed processes. The term 'Standard' is widely used within the technical community to describe documents generated in a defined, but not necessarily uniform manner.
