Parameters based on the occurrence of occupational accidentsrnare often used as the main performance indicator for HESrnmatters by industry and authorities. While this indicator isrnimportant, it fails to provide real insight into mechanisms thatrnwill determine the risk for major accidents. The objective of thernpaper is to present a monitoring scheme for major hazards, andrnto report how such a scheme has been effective in focusing onrnmajor hazard risk for several years within the petroleumrnindustry. The potential however, is that it also could be appliedrnto projection of trends by the authorities. The experience withrnderivation of suitable performance indicators for potential majorrnaccidents is discussed for the most critical systems and functions,rnreflecting qualitative as well as quantitative risk assessments.rnThe indicators should address status feedback for safetyrnsystems, barriers and functions, emergency preparedness actionsrnand drills and important operational prerequisites. If manyrnindicators are used, the oversight may be lost, and overall trendsrnmay be difficult to spot. Accumulation of the individualrnparameters into an overall performance indicator for majorrnhazards may be one solution, in order to enable observation ofrnoverall trends. The practical experience with such an overallrnindicator for some years demonstrates significant reduction ofrnmajor hazard risk.
