SOLAR EUGENE: DEVELOPING A DISTRIBUTED PHOTOVOLTAIC RESOURCE IN EUGENE, OREGON

Building on a history of investigation and promotion of the use of solar energy in Eugene, Oregon dating back to 1975, staff of the Eugene Water & Electric Board (EWEB) developed and implemented a multifaceted photovoltaic (PV) promotion program. Starting with a redirection of utility efforts in late 2000, EWEB began Solar Eugene with goals that included the installation of 240 kW of customer owned PV generation by the end of 2005. To date, 150 kW of customer paid for PV generation is producing power purchased by EWEB through power purchase contracts, and another 38.9 kW of PVs have been installed as net-metered generation taking advantage of utility loans and grants. This paper tells the story of the Solar Eugene Project and how EWEB is now better positioned to work with its customers in developing distributed PV generation resources.
