The desire to reduce inspection hours and travel associated with attended Safeguards inspections has encouraged the use of unattended and remote monitoring systems. The designers of remote and unattended safeguards systems, especially over the past year, have begun to increasingly use techniques and technology present in web-enabled applications. This paper investigates the use of network technologie, secure server techniques, and e-commerce solutions including its paramount use of authentication and encryption. We address the hazards associated with the use of the Internet or its off-the-shelf solutions and discuss which subsets of mainstream technology may be applicable to the Safeguards regime.
