Model testing of the material control and accounting system for the russian fissile material storage facility

This paper describes the integrated testing of the principal elements of the Material Control and Accounting (MC&A) safeguards system that will be installed in the Russian Fissile Material Storage Facility (FMSf), which is under construction in Mayak, Russia. This is part of the Cooperative Threat Reduction Agency. The All-Russian Scientific Institute of Experimental Physics (VNIIEF) and Bechtel National Inc. performed the work under Bechtel's contract with the U.S. Army Corps of Engineers, Transatlantic Programs Center. This paper describes the objectives of the demonstration, whcih are to test the individual systems and their ability to function with other systems through the development of a computer-based network and to ientify and correct any problems encountered. It also describes the equipment tested such as bar code readers; electronic scales; an x-ray system used to determine if the storage containers had any undesirable (alien) material such as explosives; a passport system to measure gamma spectrum and neutron counts in a cotainer and compare to the same measurements made at the shipping sites; overlal computer contorl; and software development, including systems to control operations in the Alien Inclusion Control and Passport Stations. The paper describes the results of three demonstrations that were conducted at VNIIEF's facilities at Sarov, Russia, during the test program and the lessons learned.
