Guaranteeing and Promoting the Quality of Seafarers--The necessities of establishing National Seafarer Assessment Center

The maritime industry is facing with many challenges in a context of globalization of economy and fast development of maritime industry. The shortage of senior ship officers as well as the risk of decreased overall quality of seafarers could be the major challenges among them. China,with aims to be a large shipping nation and to serve the international shipping industry better and more,needs to be prepared and take those challenges. Based on the successful experience of leading maritime nations,the paper proposes a concept of National Seafarer Assessment Center,for the purpose of regulate and promote the overall quality of seafarer,particular in the respect of the practical skills of the seafarers.
