THE APPLICATION OF VALUE ANALYSIS IN THE DESIGN OF PUBLIC ROADS INHUNGARY

In Hungary value methodology has been used regularly since 1999 in the review anddevelopment of the design of highway projects.Until January of 2003 the altogether 51 project plans (for bypass, traffic relief, access and fourlaneroads) had been analyzed, using Value Analysis (VA).The result of the 51 value analysis projects carried out up to now is as follows:In the last four years the VA teams saved 91 million USD from the engineers cost estimates of$1 billion USD, and they proposed the additional expenditure of $19 million USD for ValueEnhancement. In summary, it means that the government will be able to spend $ 110 millionUSD more efficiently through the application of value analysis!!The future of the value programIn 1999 we have managed a research and development project with the title “Implementing thevalue analysis/ value engineering method in the design process of the national highwayinvestment program”.The team developed an executive policy draft and an executive order draft for the implementationof the Value Methodology.
