This paper,taking the Shaw River power station CDM development for example,analyses our current problems in cooperation with CDM,and holds the meaning and initial ideas of establishing a national carbon exchange,thereby fostering more equitable carbon trading market to contribute to the world's greenhouse gas emissions.
