Variable refinery application on farmers' priorities contingency analysis to structure Iran state interventions for developing rice production

States intervention is accepted driven factor in many developing countries. In country like Iran, with decade's of policy making history on state interventions, structure the policies of state to intervene into agriculture sector is crucial and necessary, yet difficult and strategic topic. Like many other Asian countries, as staple food for the overwhelming majority of the population, rice is ultimately a food security concern in Iran; therefore, it is clear that the government's duty to provide substantial intervention in terms of both regulation and support is indispensable. This paper is aimed to identify common priorities, immediate needs and major challenges that rice farmers are facing, which in turn require immediate state intervention. The study has reviewed state policies in regards to rice production development in major rice producing countries across the world, to propose state intervention model to boost rice production and accordingly has identified areas that state should take the plunge to develop the rice production. However, to draw contingency map of rice farmers' priorities, which regardless of the diversities, everyone have some sort of commonalities; this study have practiced innovative variable refinery application. This is to process contingency evaluation on the rice farmers' priorities on the state strategies, policies and plans, given this fact that rice farmers are the main stakeholders and targeted group of any rice production development plan.
