Water resource is irreplaceable as one kind of importantrnnatural resources and strategic economic resources. Waterrnresources optimal allocation is an important means to solvernthe problem of water resources in order to keep the relativernbalance of the supply and demand of regional waterrnresources. For ensuring the sustainable development,rnaccording to the principle of regional water resourcesrnoptimal allocation and characteristics of water resources ofrnHebei Province ,North China of South-to-North WaterrnTransfer Project, and aiming at the maximum synthesizedrnbenefits of limited water resources, the model for waterrnresources optimal allocation was established. The constraintsrnof available water resources, water demands of differentrnusers and harmonious development of regional waterrnenvironmental and economic system were considered. Therncause function, restriction and parameters were discussed. Atrnlast, optimal allocation of water resources in the middle linernof South-to-North Water Transfer Project in Hebei Province,rnNorth China was studied under the guarantee of 95 % inrn2008 and 2014. The results were evaluated and developed,rnwhich showed that South-to-North Water Transfer Projectrncan solve the serious water shortage in Hebei province,rnNorth China.
