National Research Council of Canada: Managing Innovation within a Framework for Sustainable Development

The most effective time to introduce the performance demanded of technology to meet the requirements of sustainable development is at the research or concept stage. The required performance should be expressed in measurable terms and have measurable targets. The National Research Council of Canada has committed one of its research institutes to develop and demonstrate a framework for managing research to achieve measurable impact on sustainable development. This paper presents the initial thinking on an appropriate methodology as a basis for establishing such a management framework. It describes the micro-indicators most appropriate for defining technology performance and the macro-indicators for measuring sustainable outcomes. A conceptual approach to demonstrate the linkage between the two sets of indicators necessary to show impact is described.
