LESSONS LEARNED FROM THE FIRST YEARS OF THE MULTI-NATIONAL SAFETY ASSISTANCE PROGRAM FOR SOVIET-DESIGNED REACTORS

摘要

This paper compares the effectiveness of the multi-national safety assistance programs for Soviet-designed reactors in two countries, Lithuania and Ukraine, that have both been recipients of such assistance over the past several years. The contrast between the effective program in Lithuania and the largely ineffective program in Ukraine is explored in terms of several features of the two programs.
