The U.S. Department of Energy (DOE) National Nuclear Security Administrationrn(NNSA) is committing considerable resources to implement a sustainable MaterialrnProtection, Control, and Accounting (MPC&A) program in the Russian Federation (RF)rnfor protection of special nuclear material (SNM). Sustaining the program meansrnproviding for safeguards and security in a manner that can be supported by the RF for thernforeseeable future. A sustainable MPC&A program requires building and integrating thernvast national network of organizations and institutions involved in the efforts to securernthe nuclear material and establishing a common governance structure with improvedrnpolicies, processes, procedures, material accounting, inventory, and reporting standards.rnAlthough much effort and money have been spent on implementing and sustainingrnMPC&A upgrades, there is not yet a quantitative tool to capture and assess the progressrnor attainment of a sustainable MPC&A program in the RF or even to answer basicrnquestions regarding the sustainability of the MPC&A program at the site-level orrnthroughout the entire RF. This paper presents the key sustainability indicators and anrnapproach to measure and aggregate them. These indicators can be used to assess thernimplementation progress and attainment of a sustainable MPC&A program for arnsite/facility or across the RF for maintaining design-level risk. The model and approachrnwill allow DOE decision makers to assess the progress being made toward attainment ofrna sustainable MPC&A program, perform trade-off (“what if”) analyses that evaluaternchanges in progress based on the investment, and pinpoint candidates for additionalrnresource allocation and capital investment.
