摘要

As an important part of biosphere, human resources formed an open, complete functional ecological system, under the combined influence of both internal and external environment. Compared with traditional manufacturing company, the survival and development of technology-based Small and Medium-sized Enterprises (SMEs) depend much on the possession of human resources. In essence, the competition among technology-based SMEs is competition of talents and their innovative capacity. In the view of ecology, this paper analyses measurable dimension framework and explores common factors affected human resources competitiveness of technology-based SME. In the end, the evaluation index system is established, which includes five dimensions and made up of eighteen indexes.
