Some implicit assumptions used in the Conference Theme are discussed, before to use them to elaborate the paper, such as:rn – What does it mean the reference to we?rn – What does it mean being in control (not only in cybernetic way)? rn–tWhat is intended for globalization? rnDistinction is introduced between single conscious agents, systems of conscious agents, and emergent we, as collective entity (reference is made Collective Beings (complex, multidimensional societies to be studied with multiple, systemic knowledge) assumed to have collective consciousness. rn Focus of the paper is on the issue of being in control. This issue is considered from a systemic approach, referred to the ability to design, to manage emergent processes of development. rn Global control for social systems is not assumed in cybernetic way, but based on ethics, on ethical behaviors having self-organization capabilities inside, that’s design social process of emergence.rn Global and national economies are politically driven while consensus is more and more manufactured and driven by large corporations, that by agents composing local systems and the emergent global one. In such a framework development is not designed in an aware, global (in time and space), complex process, but as consequence of local growing processes. Distinction between growth and development is discussed. rn How to induce or design sustainable development (in short, a process is said to be sustainable when it consumes in time less of what may be produced by the system in which it takes place) in such a context? Two crucial and culminating questions to be considered are: May sustainable development be emergent? Or may it only be rules-driven (referring to cybernetic control, planning vs. designing, ability to manage emergence)? rn The approach introduced in the paper is relevant in order both to realize what a process of globalization is and how to distinguish between making it emergent, managing it, and controlling it.
