A Proposal of Application of Value Engineering To the Grassroots Administration in Rural Areas

Most rural communities maintain traditional governing ways that causes many troubles to grassroots administration and farming folk. In most cases, if value engineering were involved prematurely in all the projects, some unnecessary costs and losses might be avoid or minimized, whereas functions necessary get maximized. Therefore, that value engineering infiltrates rural public works and takes its course is of great significance. Nowadays, with more government-aided public works are being built up all over the country, modern value engineering should be put into practices in the countryside with the highlights on projects planning, implementing, assessing as well as controlling. This paper aims at our finding a new way for value engineering through a track of political organizations into the vast countryside.
