In the twelfth Five-year National Strategic Planning of China, it is determined that the new energy industry would get more investment in the future. So the structure adjustment would proceed in coal industry, and the future coal market will be in surplus inevitably. To reduce the risk, domestic coal enterprises have chosen to develop downstream extensions of industry chain, and three industrial path have been formed, including the coal coking, coal galvanic and kerosene turn. However, the current situation of the risk management in coal enterprise industry chain extension is not optimistic. According to the theory of multi-project risk management, the risk management process of the coal industry chain extension should be regard as three phases, including portfolio risk management, program risk management and independent project risk management. The basic management mode is given. On this basis, according to the possible risk during the process of the coal industry chain extension, a series of countermeasures have been put forward for the precaution, identification, reduction and avoiding of strategy risks in the coal industrial chain extension.
